9 of 9 swords cost less on the market than their materials do. If you only want to wear the piece, buy it. Forging them still makes sense for Forge XP, or when the bars or logs came out of your own gathering.
Upgrading
Each sword upgrades with Weapon Upgrade Stones. Stones per upgrade, by quality: Standard 1, Refined 1, Premium 2, Epic 3. The Max tier column is the upgrade cap for each piece. The official wiki notes that upgrades take longer as the tier rises.
